• New York State’s ºÚÁϹÙÍøal Assessment Strategy
  • New York’s ºÚÁϹÙÍøal Assessment Strategy says that we must collect information from multiple sources to understand our students’ learning. We can then use that information to make decisions about how to support their individual learning needs. We use multiple sources of evidence because each type of assessment has a unique purpose and use.
• Culturally Responsive-Sustaining (CR-S) ºÚÁϹÙÍø Framework
  • The CR-SE framework helps educators create student-centered learning environments that affirm racial, linguistic, and cultural identities; prepare students for rigor and independent learning; develop students’ abilities to connect across lines of difference; elevate historically marginalized voices; and empower students as agents of social change.
• • The MTSS-I framework blends NYSED resources, training systems, data, and practices to develop a comprehensive, coherent, strategically combined system to address instructional, behavioral, cultural, linguistic, social-emotional, physical, and mental health support for all students.
• Social-Emotional Learning (SEL) Benchmarks
  • Research suggests that student learning benchmarks may increase the likelihood that students will be fully and authentically engaged in their own social and emotional learning, be more connected to school, and become more empowered learners. The SEL Benchmarks present a voluntary structural starting point for district and school integration of SEL.

NYSED launched the Performance-Based Learning and Assessment Networks (PLAN) Pilot in 2021 to study the conditions and supports schools and educators need to shift instructional practices to incorporate more performance-driven approaches to teaching and learning. The PLAN website chronicles and spotlights the journeys and insights gained from the 23 pilot schools and their 8 mentor schools since 2024:

• Learn about each of the pilot schools’ vision, readiness, and anticipated support needs when they started their PBLA journeys in the Meet the PLAN Pilot Schools portfolio (2024).
  • Then, read about the pilot schools’ growth and progress after two years of exploring, adopting, and adapting PBLA practices in their own contexts in their PBLA in Action portfolio (2026).
• Check out instructional and assessment samples, implementation plans, and other reflections from the pilot schools in the Pilot School Spotlight.
• Read the Pilot School Case Studies, prepared by researchers from SUNY Albany and Russell Sage College. These case studies report on the experiences of district and school leaders, teachers, and staff at the pilot schools in the early phases of transforming instructional and assessment practices in their local communities.
