• Assessment requirements:
  • Diploma assessment requirements are proposed to sunset within four years (Fall 2027) after which point students will continue to take Regents Exams while they are utilized for Federal Accountability purposes, and can take them to apply towards seals or endorsements, but will not be required to pass the Regents Exams to earn a diploma.
• One diploma:
  • Students will graduate with the New York State high school diploma. Students will still be able to distinguish themselves through Seals and Endorsements, including advanced designation.

If these students were to follow a traditional trajectory, they would graduate in or after June 2033.

What will have changed?

• Competency-based system:
  • Specific requirements forthcoming.Ìý In general, students will demonstrate proficiency in the New York State high school content area learning standards, competencies, and the Portrait of a Graduate to earn a diploma.
• Universal transcript:
  • The statewide transcript will be required for all students.

This adoption does not change the current graduation requirements. The statewide requirement for instruction to be aligned to the Portrait begins with students entering grade 9 in the 2029-2030 school year (2029 Cohort). In the meantime, schools and districts should begin to examine their local practices in the context of the Portrait and engage with local stakeholders to prepare for implementation.

Memo: Adoption of the New York State Portrait of a Graduate

Public schools must begin providing instruction in climate education to students as follows:

School districts, registered nonpublic schools, and charter schools are able to confer a high school diploma on a deceased student, at the request of the student’s parent or person in parental relation, if the student was enrolled in the school or district at the time of death.

Teacher preparation programs must revise pedagogical study requirements regarding curriculum development, instructional planning, and instructional strategies to include culturally responsive-sustaining education (CR-SE) practices and pedagogy aligned with the four principles of the CR-SE Framework by September 1, 2027, or at the time a new program is registered, whichever occurs first.
